The sign at the front desk explicitly says "Monday through Friday from 5:30am to 10am." The FD staff member was doing a favor for the OP's parents by making up a bag on the weekend.
It may have been bad taste for the employee in the back to yell out that the bags are only supposed to be out during the week, but considering that the other front desk employee was doing them a favor in the first place by giving them a bag on the weekend I don't think that this would be grounds to complain.
As to whether the bags are meant for business travelers: it is not explicitly stated anywhere as such. You could assume that since HI's only offer them during the week, and since most HI's are in corporate markets, that they are tailoring the program to the busy business traveler. I am sure that Hilton is more tactful than the back office employee was by yelling out that they are only for business travelers.
The point of my original post was just to find out if the bags are supposed to be out on weekends - even with nearly 500k hhonors points, probably upwards of a hundred stays, primarily at Hamptons, I've never noticed any signs, or anything indicating when the bags would be out. A previous poster mentioned it was up to the individual HI whether they want to offer the bags on weekends, and in fact, I was able to verify it at this HI's website that they are not offered on weekends.
In any case, as to the employee who came up and scolded my mother, she was rude and loud to the point that another guest behind my parents at the counter commented that HE really liked the bags himself, and couldn't believe how nasty she was.
As to grabbing a bag after eating breakfast being "tacky" - I'm not sure I agree - is it "tacky" to ask for extra towels? You know with energy costs/labor and detergent it costs about $3 to wash a pound of laundry - In any case that wasn't what happened with them.
My parents usually skip breakfast, and they really look forward to the bags - there are comparable hotels in the same city for almost half what this HI charges, but my parents went there because of the good service and those stupid bags. (BTW, they've stayed at this HI half a dozen times in the past two years).
The manager did their best to make it right, and now Ma and Pa know the baggies won't be there on weekends - I've advised them to look hard at HGI's or ES in their future travels so they get a real diamond breakfast instead of breakfast-in-a-bag.
