Yeah I didn't understand this either (new F suite), and I was actually expecting the FAs to not enforce it. I was proved wrong.

It's a very poor design, btw. The shoulder strap doesn't have a "stop" and it actually retracts and disappears behind the seat padding; there's a cut-out inside of which one needs to feel around to attempt to locate it...
