Assuming from your signature that you don't have status on UA, it's likely that the regular economy section is full, but that the economy plus section is not. So there may be plenty of seats available, but you can't book them.

On the minus side, you might end up with a middle seat, but on the plus side, you might get to sit in E+ for free.
