Cost for traveling internationally with a bike — is it just a roll of the dice?

A 2P buddy of mine is traveling BTV-IAD-MUC-ORD-ALB.

BTV-IAD is on UX on a CR7; he is waitlisted for an upgrade.
IAD-MUC is on UA (777); he has a confirmed upgrade to C with my SWU.

MUC-ORD is on LH in Y.
ORD-ALB is on UA in Y.

Three calls to UA have provided three different answers regarding the charge for traveling with a bicycle:

CSR1: No charge since trip is international; however, agent failed to send promised email stating policy.

CSR2: Outbound: $100 for domestic leg BTV-IAD; no charge for IAD-MUC.
Return: call LH.

CSR3: $127 each way.

Does UA have a real policy or does one just hope to get lucky?
