The seats with no foot rest belong to the 1st generation of NEV seats (NEV1). Since the launch of the NEV program AF has rolled out NEV2 (addition of a foot rest) and NEV3 (= NEV2 + better incline). There are still a few NEV1 77Ws around. I had one last May.
Falco, the terminology "foot rest" might be a bit misleading. There is a "foot rest" on all NEV, but NEV1 does not have a "foot stop", meaning a bar that can be raised at the end of the foot rest and stop the feet from sliding beyond the foot cushion.
