I think the policy may vary depending on TA. For instance, I had a Site59 ticket recently that was definitely a bulk/consolidator ticket (no value whatsoever). I earned RDMs/MQMs but was NOT eligible for a Medallion upgrade. Also, I could only SDC at the airport, not over the phone. It wasn't a fluke, either. SMS confirmed this was the case for this particular vendor.
