The seats with no foot rest belong to the 1st generation of NEV seats (NEV1). Since the launch of the NEV program AF has rolled out NEV2 (addition of a foot rest) and NEV3 (= NEV2 + better incline). There are still a few NEV1 77Ws around. I had one last May.
