The fastest would be whichever one you have a preferred membership (Hertz #1 Gold, Avis Preferred, National Emerald, etc.).
As far as not using a shuttle, yes it is possible, but often not faster. All companies provide shuttles, but you can always walk. Hertz is just about 1000 feet past the end of the parking deck B and the Spirit of Flight monument. It's a bit of a hike, but doable if not too hot and you don't have too much luggage. You can also take a cab from the terminal to your rental car, but the cabbie won't be too happy about the short ride.
