This is an interesting point. It depends on whether the upgrade/downgrade rules are based on fare bucket or fare basis. As fare buckets go A is above Y, but fare basis HUP would be below any Y fare basis.
Separately, a Y fare would probably be refundable and it wouldn't matter...but fun to think about anyway.
