Ok folks, this sounds bizzare, but I've run into some Q fares, no advance required, no change fees, completely refundable. I bought the ticket today for travel next week. It caught my attention because I usually buy Y,B,M,A Fares because of changeability and occasionally refundability. I've had 3 different UA folks check my tickets, including my travel agent all agree that it is as it says it is. Anybody else seen this?

To get this ticket, as an example, go to UAl.com and choose the following:

SEA-IAD-JAX departing at 8:20 (flight 916 to 7355) on March 3rd
JAX-IAD-SEA departing at 2:05 (flight 7354 to 917) on March 7th.

It comes up with $621.50 for a Q fare with no penalties for anything.

Any thoughts? This seems an odd move, since United just lost out on an additional $1,000 I would have paid for that exact ticket (refundable/changeable). Also, there is no advance purchase requirements.
