Too soon, and that's the real problem.
They probably picked $25 and $50 because they are still pretty small fees that won't get too many people super-irate, but over time, I'd expect them to go up and up.
Another problem with this is that the fuel surcharge is based only on destination and not on actual distance traveled. It's just additional revenue.
It will be interested to see if DL stops advertising free flights.
