Absolutely not. Airlines are exempt from the ADA and are subject, instead, to the ACCA. This requires only that airlines transport disabled persons if it can be done so safely. An out-of-control 2-year old, rolling around the floor, cannot be transported safely.

I read about this last night. The parents were traveling to see family, i.e. this was discretionary travel, yet this entitlement-demanding mother thinks its appropriate to hold up a planeload of people while she gets her kid under control. Just who in the world does she think she is?
