Anyone Ever Refused a Car Rental for Booking on the Site for the Wrong Country?

Some of the major rental companies, as well as some booking services, have car rental sites designed for the residents of a particular country.

Frequently the rates quoted for a rental on a foreign site for rental in a US city are cheaper than the rates on the US site for the same car companies. Has anyone out there ever booked on one of the foreign sites and attempted to pick up the car in the US with a US driver's license? Any problems in doing so?
