Then, if that is the case, clearly he should insist on #2. Call and politely ask until you get someone with authority on the phone.
I feel for the OP but with the state of ALL airlines...not just DL...I wouldn't even RELY on being re-accommodated on ANY airline. Just my 2 cents.
