AFAICS you're perfectly within the rules. There's nothing specific in the Starfiles prohibiting a routing change with just a single segment remaining. I suppose it's just possible that there is a general airline rule that a single segment doesn't constitute a 'route' and therefore isn't changeable. Perhaps someone with detailed knowledge of airline rules and practice could comment?

Sounds much more as if CX in TPE are trying to fob you off because they don't want to be bothered (or are trying to maximize revenue).
