I can add to this. In well over 100 flights on EVA I previously have NEVER once had my carry-on weighed. Maybe it happened to others but not to me. But a few weeks ago my bag was weighed by both LAX and CGK. Additionally they tagged it with a green sticker tag that says "Hand Carry Baggage". That it had never happened to me in the past, and then happened twice on the same trip along with the appearance of the "new to me" tags kind of gave me the impression it was a new policy of strict enforcement. In both cases my carry-on passed whatever the standard was and I would have figured it to be a little on the heavy side. I didn't see what it actually weighed.
EVA is also out with new warnings to check ALL liquids as well when transiting Taipei as well. No mention of safety baggies, the EVA warnings just say no liquids in carry-on through Taipei. Both times through Taipei I left my safety baggie inside my carry-on without issue but they did confiscate my bottled water which they have never done before except when they were doing the special USA only gate screenings back when the US water ban first came out. When the first round of a Taiwan water ban came out they never seemed to enforce it. This time they did so it seems there is stepped up enforcement there as well.
