re-issuing xONEx when only one segment left

I bought an AONE3 last year, and the itinerary was TPE-HKG(stop)-Europe-USA-HKG(stop)-TPE, and now I'm at the 2nd HKG stop with only the last segment open. I'm thinking about re-issuing the ticket to become HKG-PEK-HKG-TPE, with <24 hours in PEK and HKG, i.e. no more additional stopovers, since only 2 are allowed in Asia and I have used up all. and after re-issuing there's still only 4 segments total in Asia, within the rule.

but, my agent said they have talked to CX TPE and they said I cannot re-issue the ticket anymore, "because there's only 1 segment left". I don't quite think this rationale (and hence the decision to not let me re-issue) is right, and I have had CX TPE misinterpreted the xONEx / xCIRx rules quite a few times before (and I have corrected them afterwards / asked them to clarify with CX HQ/HKG first) - so I just want to seek all experts' advice here to see if my proposed re-routing now should be allowed under the rules or not ?
