Recently I flew on Air Pacific on a domestic flight in Fiji and all passengers had to step on the scales with their hand luggage. I kid you not. Our flight was quite full and obviously carrying tourists from the US and Australia (big nations) so our bags had to follow on the next flight as the weight limit had been exceeded.
