How do they get the drugs into Holland legally?

Possible dumb question, and slightly OT...

How do they get the drugs into Holland legally? Do they grow all of their marijuana there? I can't think of another legal way to transport the drugs into the Netherlands, but I've never seen or heard of pot fields there, either.
