AA does not fly SGN. You need to use the All Partner Award anyway to go to SGN or PNH. They should cost the same miles (70K?). The decision is probably (i) whether the destination is an award city, and (ii) award flight availability. In any event, you should contact AAdvantage reservation as you cannot book on web.
