I'm never sure why people ask this. Like most other government jobs, the front line guys don't make the stupid rules. They are just trying to support their families doing a job. They do need to answer for stepping over the line and abusing their authority, or screwing up on the line, but real change will only come from electing people who will make the tough changes.
People ask because they cannot separate the PEOPLE from the AGENCY. Similar to some people from outside the US to say "Why do all Americans eat nothing but hamburgers and drive pickup trucks to NASCAR races?"
Inability to make the disconnect. Or otherwise, they actually think everyone, in every job, believes 100% of what their employer says/thinks/does. I'm not sure which is scarier.
