I recently used the AT&T live support online to get a subsidy unlock code, took about 10 or 15 minutes. Don't know how time-consuming that would be with 16 phones.

My understanding is if you've been with AT&T for 90 days, your account is current and you use the phone for foreign travel, they'll cough up the code.
