For the benefit of others, I'll go ahead and answer my own question. I contacted the hotel about Platinum benefits and breakfast is apparently not included. There are posts here that both contradict and confirm this, but perhaps their policies have changed over time. In any case, I figured that a 400THB (after tax) per night premium was worth breakfast for 2 and booked that rate.
400 THB is good value for breakfast in this property. However the breakfast selection was nothing to write home about. I did not receive free breakfast as a Plat (but then I did ultimately end up in a suite even though there are no standard suites). The coffee shop offered some quite tempting breakfast options at far more attractive price than the buffet breakfast. The room service breakfast was also rather nicer than the buffet.
