With upper deck overhead lockers, it is not the length (bag can go in sideways) but how deep the bag is. If a bag is overstuffed and bulging, you may difficulty sliding the bag in. Still, you can always, remove a few items before putting the bag up so it will not bulge and return the items at the end of the flight.
