Getting Silver on BA is no small task for anything but the most frequent travelers; recognition of that would be both minimal in terms of effort and competitively essential.
I think the theory is that a) because nearly everybody has done OLCI and b) because there are so many FBD desks that all PAX will be processed in under 10 mins (?) there was no need to have a priority checkin.
