The much heralded EU compensation rules apply only for airlines that are based in the EU or for flights that take off within the EU.
EU261/04 also applies to LX. Even if CH didn't accept EU261/04, the flight was headed to the EU (MXP).
Contact the airline first, then escalate to BAZL, the enforcer of EU261/04 in CH.
