As long as you stay with the metro heart of SF you will be fine anywhere.
We once had really good gay restos in San Francisco because we had to-it was"our"place and we could let our hair down.With assimilation has come tolerance and a resto being"gay"these days is just a gimmick.
And a budget of $250-400 a head should get you into a fantastic place with everything covered.San Francisco is expensive-but not Tokyo expensive
