I am concerned too. I hope UA has the new BOB credit card reader right at the gate or outside the airline door to charge those that deliberately break the carry-on rules for gate-checking items.
(I am still looking for clarification for my own situation, in which I usulally place a garment bag in the closet, bag under my seat, and bag in the overhead bin. Am I breaking the rules too?)
