Eagle is closer than Denver to Steamboat, and certainly would be a better alternative than COS. My guess is that prices are likely to be higher than flying into DEN, but there might be a blip to watch for.

I can't comment as to whether roads might be any better or worse than from Silverthorne to Steamboat on any particular winter day.
