can the passport CARD be used as a back-up for the passport BOOK?

I was wondering about the passport CARD that's supposed to be coming out this month.

When I travel, I alwasy make a copy of my passport and keep it in my wallet or luggage. In case I lose my passport, I can used the copy to go to the US embassy for help, or so I think.

While the passport CARD isn't valid for air travel, it still a valid US nationality identificateion, right? If I lose my passport book in, say, London, can I go to the US embassy and show them my passport card, so they can help me return to the US?

Another possible scenario is when I fly from New York to Vancouver. A passport BOOK is necessary. If I lose my passport BOOK while in Canada, I will still have my passport CARD in my wallet. The CARD will not be valide for catching a flight from Vancouver back to New York. However, I'll still have the option of driving from Vancouver to Seattle, cross the US border with the passport CARD, then flying home from Seattle to New York...

Does any of this make sense?
