Well, the legislature just acted today. Newspapers, not being wire services, spend more time developing a narrative to the story and thus take longer to publish something. AP just sends out a quick 'n' dirty who, what, when, where and not much why.

They leave the rest of the why for the local AP affiliate to flesh out.
