Yes, it is no longer accurate. Everyone must clear Immigration at BKK, perhaps after trying to get into one of the TG lounges international airside, then proceed to your domestic connection. Clear Customs in HKT. They will make an annoucement about this on the arriving flight.
When
departing HKT you can/will/should/must clear Immigration in HKT, assuming you are traveling HKT-BKK-somewhere international, with bags checked onwards.
