You guys know that I am in an ornery mood ever since this UGS-thing, so I'd like to point out that I do not (!) say the following facetiously.
I have yet to find my luggage tampered with or any "love notes" from the TSA inside. However, I have seen both how luggage is manhandled (my own as well as those of others) even on a good day and after many AG and customs inspections I also know that there will be neither time nor interest on the side of the TSA to repack and reclose a suitcase just as diligently as I would. Add to that that I pack perishable and fragile items (at my risk, I know, but I am good at it) as well as those of some value, I would never dream of submitting an unlocked bag to the airline (any airline, for that matter). Too much stuff can "disappear" or get busted.
That said, I have no dealings with the TSA and am submitting my luggage to the handling and care of the airline. There have been instances (at LHR, specifically) that I have been summoned for a luggage inspection at the gate and in my presence. That would be different. As long as the luggage is in the care of the airline, though, I will hold them responsible for the condition and the completeness of the contents of the baggage. If they want to give it to the TSA or send my shirts out for cleaning, that is their call. I do not see why I should do it any way differently.
