A calling card is not necessary as there are several Simcards where you can call the US for free and airtime is 0.25 HK$ per minute. My choice is "PCCW mobile Global Reach IDD Rechargeable SIM Card".
Every recharge extends the validity to full 6 months and one could register a credit card to auto-recharge once a preset value is reached (maybe not necessary in your case). The above mentioned100 USD would give you over an hour per day. I doubt you would need that much.
