This means: OS and LH have different contracts with the lounge-operator. OS pays for the access for their FTL-passengers, LH doesn't.
If you have a departure flight with OS, you have access to the lounge - if you have a departure flight with LH, you haven't.
At NCE for example, LH pays only for the lounge access for HONs, while with LX and OS I have lounge access as a SEN.

If the LH-Lounge locator shows only a lounge for SEN and HON, it might be the same case: Contract lounge, and LH only pays access for SENs and HONs.
