I agree with your assessment of what a 3* is. For me, something like a basic Hilton would qualify. What I received in San Francisco (Maxwell Hotel) recently was not. I wrote about on tripadvisor (same handle there, if interested). From now on, I think I am done bidding 3* and will only do 4* or 2.5*.
