Does UA offer buy-ups only to elites?

Like many people I have had difficulty in using SWU's and CR-1's lately. I am wondering if UA is offering buy-ups to non-elites at time of purchase or check-in to fill the C and F cabins?

I am a 1K 2MM flyer and have only been offered a buy-up once (ORD-MCI for $75).

I understand the purpose of buy-ups to increase revenue, but if UA is offering a buy-up to a 3P before a 1K MM waiting with a SWU, doesn't it seem in the long run that they would want to make the guy who flies 100K EVERY year happy, before making the guy who only flies 25K per year happy?

I am just wondering if they are going to get to a point that they will offer every psgr a chance for a buy-up before clearing any UG requests. Then again, as I said, in many years of 1K flying I have only been offered one buy-up, so I don't know how they decide who to offer them to. Does anyone have insights into how this gets determined?
