While I was still a 'Gold' I encountered a similar situation at JFK where there is a dedicated 'Gold' line and 1st/Business are grouped together around the corner.

I was still able to check-in at the 1st/Business area as they were 'not too busy' but I was directed to the Gold line for future check-ins.
