I'm a little confused...Hasn't the Rhein always been the border between Hessen and Rheinland-Pfalz, or did that only become so after WWII?

I wonder why they didn't change the name then to Wiesbaden-Kastel. It seems like it might cut down on some of the confusion (Mainz, one side of the river, Wiesbaden, the other side).
