With the exception of obvious on locations shots, it's almost all a set WB studios, patched asphalt and all. It's part of the WB studios tour. The detail they go through on the building exteriors and the L are amazing.

So then is what we see on the show a re-creation of an actual building?
I can assure you that when you watch "Law and Order" you are indeed looking at the actual front of the New York County courthouse, a building I enter regularly.
