Lisbon is a great city, but unfortunately HI hotel have no really atmospohere.

Both HI are out of action.

HI Lisbon, closed to a metro station, is located in a residential area.
Rooms are okay. Platimum might be upgraded to 2 room executive suites.
Small pool on the roof.
Breakfast is terrible and served in a ugly room wihout natural light.
Service is okay.

HI Continental is located in a business area without any charm.
The hotel has beed recently renovated.
Platinum are generally upgraded to 2 rooms suite.

For location, I prefer HI Lisbon.
