When booking on ual.com do a multi-city itinerary. Then book TLV/FRA as one and FRA/SFO as the next segment. If the connection falls under the rules for a legal connection (time-wise), then you get fared as if it were a connection.

Since this is international, you need to make certain that your layover in FRA is less than 24 hours.

I've found that sometimes ual.com has trouble faring out complicated itineraries. But this one is only 4 legs (if round-trip). So, you should have little difficulty.
