I believe they are and I think the link was posted on here somewhere a while ago. Photography within international airport terminals is restricted for security reasons. Exactly what has happened in the past for this conclusion to be reached and enshrined into law I don't know, but to be frank why would you be photographing checkin areas and security areas? There is always the lake district if you really want to take pictures
