Correct, airport bylaws are more restrictive and fully enforceable. The Police will seize photographic equipment should anyone refuse to co-operate and delete the images themselves (which I have seen them do). Usually a polite reminder is all that is required and for the most part it is innocent tourists just taking trip snaps rather than targeted photographs of staff and equipment. As I say it is not uncommon to turn a blind eye.
