If V851 worked for you, and gave you a 20% discount, then I would say go for it! Very few promo codes would give you more. Even a "regular" discount like AAA would only give 10% off or a discount like senior would give 15% off.
Yes, most codes are for anybody! Unless you see a restriction listed (such as "for AAA members" or "for vets of the Iraq conflict" or "for members of Girl Scout troop #9958", etc ...), the discount is open to anyone.
One thing I would
HIGHLY recommend is to reserve your tickets as soon as you have dates. Amtrak sells tickets via the bucket system - that is once a certain number of tickets are sold, the fare rises to the next fare bucket. And unlike airlines, there is no set "day" (like 21 days or 14 days in advance) that the fare may rise! You may request a fare, get one and wait to decide. Someone else may make a request right after you and buy a ticket - which happened to be the last one in that fare bucket. When you make your request again 2 minutes later, you find the fare rose to the next bucket - 7 1/2 months out!
And with Amtrak's very easy Xcl policy, it is very easy to obtain a refund or credit.
