That is correct.
If the ticket
HAVE NOT BEEN PRINTED, you can get a 100% credit back to your credit card. If the ticket
HAS BEEN PRINTED, you get either a voucher (for future Amtrak travel) for 100% value or a refund for 90% value.
Thus, it is always best to
NOT print you tickets until necessary. (Train time?
) If you had them printed, it is best to take the voucher (if you think you may take Amtrak sometime - it's good for 1 year, and you could extend it for another year beyond that)!
