Per US treaty obligations, correct. At least that is the way it is supposed to be per policy -- however, in practice those children of foreign diplomats born in the United States who have a state-issued birth certificate can quite often acquire a US passport if they want by going through the normal process that natural born US citizens also pursue to get a US passport.
