Leisure for sure, and I know alot of businesses are switching to Westjet from Air Canada even though you don't get miles and status.
with the current trend in oil/ticket prices, price is a bigger factor than product for 3-4 hour domestic flight.
And, as has been shown above, price on AC on a Tango fare < WS price.
Oftentimes, if the AC price IS showing higher, it is because the lower fare bucket has sold out on AC, so only higher price seats are left.
