It sounds like just a case of an FA making up rules as they go along, but I wanted to check with FT to see if this is in fact something new. I don't take SW often, but no one mentioned this on my trip to TPA last month or on my return from MHT.
i heard this back in January, and the answer to the question is that anything in the seat back could fly out, and hit someone. It appears to be something that is being enforced more often now than previously.
I sometimes sit bulkhead, and while a book seems a bit extreme, I'm usually told everything else has to go overhead.
