I am a volunteer firefighter in NOVA. Not sure what the code says in CA, but here whenever fire alarms are being tested the tenants/residents of a building most be notified of the start and end times for testing. This ensures real fire alarms are not ignored by tenants/residents if a real emergency should arise. There is a great deal of liability here should a fire alarm be ignored resulting in injury and potential loss of life and I would think that Marriott International Loss Prevention would want to be made aware of this problem. I am stunned that the manager was so callous.
